I'd find a different group to train with. That is NOT your typical training group (of any venue) w/ high standards. Sounds like a very novice group of folks.
We just had 3 dog owners/ dogs join a 4 wk long Beg Nov class earlier this month. They had taken all the classes they could at Petsmart and were pretty proud of their well trained CGC dogs. Suffice to say, it was like letting a group of nursery school kids into a class of college students. What a disappointment to the rest of us who had the foundations, and now had to deal w/ our dogs being accosted by a bunch of under trained, out of control dogs. The one gal had the audacity to COMPLAIN that she wasn't learning as much as she thought she should, but you want to talk about dogs/ owners who had NO CONCEPT of work ethic. Every night, there was a big party between them all at the front door, and every night at least 2 broke away from their owners mult times to "play" w/ others in the class, and then were offended when we'd tell them to get their dogs and this was work time.
No, I am pretty confident that many dogs have no concept of work and part of it is this type of handling/ ownership. I am like TuMicks in that when I arrive at a location, my dogs are told to Wait until I have a leash on them, and then we Heel into the grounds/bldg, etc w/o interaction w/ the other dogs nearby. I often have folks allow their dogs to approach mine but see it in advance, give a clear "Leave It-- you are here to Work" (loud enough for the other owner to hear and hope they get the hint), and proceed into the location w/o eye contact w/ the other dog. If another dog approaches anyhow, I am quick to body block mine and tell the owner that I'm sorry, but this is work time.

I don't train with these people; they are at our local picnic tests. They are not novices, but MH level. No kidding! Clearly these dogs are collar smart, too, because they do not mind worth a damn without the collar on.
When Linus was a puppy and we were taking pet dog classes before competition classes, I think people thought I was evil because I would not allow him to socialize. It was good proofing for leave it though!
That's really too bad as I bet their dogs are having a lot of trouble at the MH level if being sent such conflicting information from their owners. If people want to allow their dogs to play after the class/ session (as long as other dogs aren't bothered), that's one thing, but not before or during.
