Maybe look into Japatul's Labradors in Corning. I did not get a dog from this breeder - but I corresponded with this breeder and her dogs have all the requisite certifications. Her dogs are $1000 and they are gorgeous. I went with another breeder because the timing was not right. I think finding a breeder with all the certifications for your price is a tall ask in Northern CA, but $1000 is only two hundred above budget and the labs are healthy and have all certifications.
