Was it maybe MEANT to have a hot water bottle inside? Instead of the empty plastic water bottle? It looks sort of hot water bottle shaped, like a moose I have. You might try children and baby stores.

Nope, it's too small to fit a bottle inside. The plastic feet throw me too, but I don't have any children, so I don't know how I would've acquired a baby's toy. The only thing I can think of with the feet is puppy teething?
On FB 2 people have suggested Petco but I haven't seen it there.
