    This is a poorly crafted law likely penned to forward the agenda of wing nut animal rightists. Government overreach to address the misguided use of animal restraint implements commonly used by dog owners, trainers, and handlers. Likely this is a steppingstone to further their agenda. These devices today and e-collars tomorrow. These "feel good" legislative policies are most often crafted by the clueless that are seeking to further their political aspirations or justification of their current position. Any such law as written will be poorly enforced at best and some dope that actually gets cited for it will be lambasted by the media and the animal rights fringe as their own personal sacrificial lamb.

    These anti-restraint bills are being introduced all over the US and Canada (I think in the UK, they have already been imposed to some degree.) The thrust of the animal RIGHTS (as opposed to animal WELFARE) organizations is to eliminate any nexus between humans and animals. We should all be vegans. There should be no medical experimentation with animal tissues. No leather products. No fur coats. No hunting. No pets. That is the bar set by PETA which is, over time, filtering down into other organizations. They want to "de-normalize" pet ownership. Unfortunately, other organizations that should know better are being corrupted and co-opted to support some or all of these ends.

    Here is my suggestion: Dog owners should be able to use any "restraints" used in the process of training police dogs. What could be simpler? Are police dogs (during some part of their training) transported in crates? We should be allowed to use crates. When doing group training, are police dogs ever staked out on lines? We should be able to stake out our dogs while they're supervised. Are e-collars used in the training of police dogs. You bet your @ss e-collars are used in training police dogs. Are chain collars ever used in the training of police dogs... ditto. People should be allowed to use chain collars. Are those Malinois' and big East German bred GSD's ever on pinch (prong) collars. They absolutely are. We should be allowed to use them on our dogs.

    Why is it perfectly acceptable for a 6'3" 240 pound, athletic policeman to train his dogs with these tools, but a 130 pound, arthritic elderly woman is REQUIRED to walk her big labs with only a flat collar and a kite string?
