    Coming back to this thread...I would call Animal Control to report this...

    I agree...doesn't sound good at all.

    Thanks everyone, my first thought was to report this but I just wanted to make sure that there wasn't some perfectly logical training explanation for what I saw. I only saw the dog in the box once, usually they are tied to the fence when I go by. It's a low income multi-unit house so I'm hesitant to be too judgmental but this just didn't seem right at all.
