Sounds like bad news all around. I feel sorry for the dam(s) and the puppies.
And in case your title question was in earnest: No, reputable breeders do not always have puppies ready to go.
One of the local well regarded breeder as per alot of people has 25 puppies ready to go.
This breeder very rarely go through where he is not advertising a tonne of puppies.
Anyway neightbour who keeps her dog in the crate most of the day is getting a black lab. She is ofcourse suggeting we get one which got everyone
excited other than the guy who takes the dog out every day, walks every day, car trips every day. I told them i cannot manage two and told its easy as i just pick one dog
each time.
Not sure why i felt that is not fair. I like going to everywhere. As i work from home she is always with me on errands and at home/work.
I by mistake told them why are you against puppy mills but this breeder who is mass producing puppies. also I asked the rather obvious question of how come you saw 25 puppies and just one adult parents during the visit.
Is it common to have a lot of pups. I have some strange stories of a lot of knee and shoulder issue stories. then again for every one of those, I am sure there are 100 happy customers. Due to the count of pups she is selling it 50% of what she quoted me a few years back. I do love the new facebook flash sale where I can get a puppy from them tomorrow morning deals.

the odds of someone have puppies available all the time being reputable are small. but i guess it is POSSIBLE they do all health clearances, pick pairings carefully and have dogs with trainers/handlers for titles. but unlikely.
but indeed it does depend on one's definition of "reputable.

I hardly have words...this sounds like some kind of joke.
No reputable breeder would ever have 25 puppies ready to go and advertise specials on Facebook, she should be reported. Sounds like a puppy mill to me. Poor Momma and poor puppies. I can only imagine what kind of homes these babies are getting.
My dog's breeder only breeds her dams once a year after they're completely mature, and she retires them at age 6, at the latest. She has a couple of breeding pairs, plus she uses an outside stud for some breedings. She tries to never have more than one litter of puppies at a time. The puppies/dam live in the house and are well socialized before going home to their forever homes. Interested people have to apply for a puppy, and get on a wait list. Her dogs are all health tested (breed specific tests). Her dogs also compete in hunt testing and win titles. If a breeder you're interested in can't provide proof of limited breeding, breed-specific health testing, and doesn't compete in anything, I'd look elsewhere.
I think there are some kennels who have a fairly large breeding program, have litters more frequently than a hobby breeder would, but who also do the testing and training and showing or hunt tests or whatever their focus is, and are active in the lab community. Not what you'd consider a puppy mill because the dams are not bred back to back, the facilities are clean, the recommended health clearances are done. I prefer the smaller breeders who seem to provide a more focused and individual breeding situation for the pups I get. For the breeder you're referring to, it's the whole game show quality of their sales pitch that would be my first red flag regarding their reputability.
I have had no puppies since last March and will likely just have 1 litter in 2019 despite having 4 intact girls. 1-2 litters per year is pretty much the norm for many of us who enjoy training and titling our dogs.
Honestly, I think I'd go nuts having to deal w/ that many people again. I had 2 big litters born just 11 days apart in 2017 and that was enough to convince me to not plan that again!

I never seen a big scale breeding operation before but it is a business and as per law dogs are livestock.
