It has not been the best 24 hours. Anyway I in NM near Santa Fe and Mollys Service dog vest must have been hanging and when I closed the door it broke the swivel clip. Not sure how I am going to fix this. But need to asap. Any ideas would be helpfdul It goes under her chest and clips to an oring on the otherside

I make my own leashes and tie outs and find those kind of connectors and loops (of high quality) at a good hardware store. Good luck!

I'm guessing you'll have to get a new clip sewn onto a new strap or an existing strap? Maybe a local saddlery or shoe repair would help out?

Ouch. Is the strap that the swivel is on made of nylon? Could you fold it over and do a few stitches with a heavy needle/carpet and button thread as a quick fix (the fold could go through the clip)? Quick fix until you came up with something more permanent. Me? I'd buy a carabiner or some other clip thin enough to substitute for that clip and affix it as noted....if you're talking nylon strap. (cut off the broken swivel, natch)
