We live in WI and while you can go to State Parks, there's not much in the way for dog friendly cities. Even though it's pretty, I do not recommend coming here. No dog friendly restaurants, many cabins/hotels do not allow dogs, and there are still pretty strict restrictions on titers vs vaccinations and fixed vs intact.
I remember being in Paris, France. It might not be that dog-friendly, I don't know. Rode the Metro late one night and a middle aged woman got on with her medium/large dog, don't remember the breed. Non-service dogs aren't supposed to be on the Metro yet no one objected. Dog sat nicely and obediently with slack on the leash until they got off. Another time I was walking down a street at night. A door opened literally beside me, a Weim emerged, completely ignored me and went straight to a car at the curb, humans right behind.
Austin TX was dog friendly. Many hike and bike trails, several dog parks (I had a Lab Fest at one; that's how I met Faye!). I could take my dogs to Lowes, the Dog and Duck Pub, my credit union (on special request), several places on Lake Travis.
