For future reference a route you can try for advice is the human poison control line. Tell them it's a child the same weight as your dog. In the case of rat poison I imagine they will give you the advice above, GET to the hospital (Vet). In my case it was crocus bulbs, the fall blooming ones are poisonous. The lady I spoke to was very nice and sympathetic (I told her it was my dog) but I will guess calling about your dog, lying and saying it's your child, is an abuse of the line. So a caution/warning there.
You need to be at the vet yesterday. Get in your car and go. Charge it to a credit card, apply for CareCredit, cry and beg for a discount, do whatever you need to do.
Get that dog to the vet and then find a new home for the dog.
I would get the dog to the vet as soon as possible. As others said charge it, borrow the money, ask the vet for credit and get your sister to reimburse you. Can you contact the vet your sister uses and explain the situation so maybe they will just work it out with her when she returns?
Poisoning symptoms may not show up immediately so getting him to the vet is most important and I would ignore all the comments about him being an outside dog right now. Those other issues can be adressed after he is taken care of.
I've heard of people surrendering dogs to the vet when they couldn't afford the treatment. Best case scenario, you take the dog to the vet, nothing is wrong and you're out $35. Worst case scenario the dog ate the poison and it dies. This is serious stuff, there is nothing any of us here can do to help you. That dog needs to be seen by a vet.

It's been almost 13 hours since you originally posted and about 3 hours since your last post. I hope your dog is okay and didn't eat any of the rat poison after all. If not, I hope the suggestions here helped you decide what actions to take to help your dog and quickly too.
It sounds like you care what happens to your sister's dog ($50 dollars disappears easily even with basic groceries, so I hope you'll be okay too). It's hard to understand why your sister is out of contact even if she's out of the country - she should be the one making these decisions, not you. If she's out of the country, I can only assume she has the means to pay for her dog's treatment, so that's confusing too.
Since the responsibility is yours, I hope you've made a decision you can live with. What's best for the dog or what's best for your relationship with your sister? Only you can choose because your dog certainly can't.
I hope it works out for him. And you too.

Yeah it's been about 32 hours since the incident and Coconut is still fine. He's eating everything, drinking his water, running around, etc. I did call the pet poison control hotline and they said he should be fine. I called the vet and they told me to call an animal emergency clinic and I did. The emergency clinic said that since it's been about two days and there's still no sign that there's possibly nothing wrong.
I did see that when he pooped only one of his stools was slightly green but not crazy bright green like some pictures that I have seen online. When I poked it to open the stool it looked like there was small pieces of plastic bag?? A few steps away I saw a very tiny piece of orange-y... something? Not sure if it came from him or from the tree above. That's about it. Any other suggestions?
I know you are all mad at me. I was trying to protect the dog from the freezing cold. Yes it is my sister's dog (she lives with us) and she's out of the country and she's been out since September helping out grandmother who is alone and can't take care of herself anymore. I'm sorry I have upset you all but I am legitimately asking for answers.

if your sister is gone for such a long period of time did she not leave money for the care of her dog? who is buying the food? Now you know how fast an emergency can occur, it's a great time to chat about having an agreement and plan in place in case the dog DOES need emergency care before your sister is back. It's not cool to leave the country (even if it is to help a loved one) with no provisions for the care of her dog.
Can you not just bring the dog in and train it? doesn't sound like your sister will be back super soon. Maybe if hte dog is trianed and doing well indoors she'll be open to keeping it indoors? because this is not at all a good life for the poor dog. it's not fair to them.
