Yep. That's what I do. But there is a number of approaches. This dog is 18 weeks old. She'll catch on.

I do a lot of short little fun bumpers (or birds) to create the desire to bring to hand ... ie, if I take to mom/dad, he/ she will throw it again!
Once that is ingrained, I transition to what Anna posted using another bumper/bird etc to encourage the pup all the way.
no i do the fake run away and he just sits down and faces the next winger. I honestly think it's his teething, we're doing just obedience till it's over. He's been waking up in the middle of the night to chew on his kong for an our or so and he's chewing his other "rubber" toys like no other lately.

You thought he might be tired but if he is sitting facing the other winger ready to go he can't be that tired. He is more than likely teething and his gums will be sore for picking up bumpers. While you are working on obedience throw him something soft to retrieve and bring to hand. We use paint rollers. You can't throw them far as they are light but if you fill them with foam calking they are heavier to throw. Work on the delivery to hand. The other thing I do for mine when teething is to wet and freeze an old wash cloth. The cold gives them some relief on the gums. You could also chill his Kong and other rubber toys. M liked an ice cube. With this heat I am thinking of an ice cube for me.
