Just remember, the more opportunities they have to pee in the house, the longer it will take to housebreak. It sounds to me like the puppy has too much freedom, too soon. Nature's Miracle is the best.

Because its involving the eyes, I would personally take him to the vet. If it is just allergies, your vet can advise you on possible solutions as well
