Basically hold the puppy in a sit position between your legs but facing away from you while you're sitting in a chair or on the couch. Place your arm/wrist that is holding the eye drops on top of the puppy's head. Use the other hand to cup under the chin and angle up using those fingers to open the eye wider. Keep your arm on the head to deliver the eyedrops. The reason that this technique is useful is becuase even if the puppy is moving it's head, your arm is anchored to the head and moves with it so you're usually still able to get some of the eyedrops in.
Edit: I haven't been able to find the video, but let me know if you have any clarifying questions, it's a bit hard to describe in writing.
