I will just say that Blue Buffalo is a food I wouldn't feed if given for free. Waaaaaay too many recalls and when I tried it my dogs NEVER had a formed stool.
As with most experiments, I went back to the ProPlan and was happy.

Not great on puppy advice, we home seniors. But, do get stool samples tested. You don't need to take your pup in, just take the sample. Bandit had giardia a few weeks after he joined us. His poos were loose, had some mucus and smelled horrible. When Archie joined us he had hook worms. I would not have known without testing.
When you do a kibble change, do it slowly. A quick change can cause upsets and diarrhea. First day 3/4 old food, 1/4 new. Slowly over 5 days or so change to the new kibble.

Both of my labs had parasites. One had giardia and the other coccidia. All the vet would need to do is check the stool. You wouldn't even need to take the pup in for that. Usually that isn't very expensive (from my experience). My vet charges maybe $30 to test stool. Most puppy plans that I have come across through researching vets include a stool sample test as part of the package.

We give him and our other dog, a lab mix, a strictly kibble diet only, other than the sticks the puppy likes to eat incessantly.
What has been wrong with the BB diet? We have fed our 1 1/2 year old lab mix BB since we got him at 8 weeks.
When we got the puppy, the previous owner had thrown away the food that they had him on and decided to start him on the BB diet. He was doing great on it for the first three weeks that we had the blue puppy formula bag, didn't gain weight however, but he didn't start having diarrhea for us until we started him on the large breed puppy formula without mixing it with the old stuff because we had run out. We switched him back to the blue puppy bag and he want back to normal bowel movements until we gave him Trifexis, the dewormer.
BB has had many recalls and there are many complaints about the food. If it works for you dogs you may be lucky. I do agree, it is not a food I would feed. You have to do what works for your dogs. You should stop you puppy from eating sticks by teaching "leave it". That is a recipe for an obstruction which is very dangerous.

Did you ever get the fecal check? I don't understand why your vet would not highly recommend it being he is having diarrhea. It's pretty standard protocol for a first puppy visit to have a fecal ran, let alone a pup with diarrhea. You need to have it sent out to the lab for a full screen(it runs around $35 at my vet), the in-house screens do not cover everything and can miss somethings. You should not even have to take him in(no office visit charge), since he's been there recently, just grab his next out put and run it to your vet and ask them to send it out for a full parasite screen. I also agree I would get him of the Blue, try pro plan is seems to be blander and most pups do really well on it, but first and for most please get a fecal check on your pup.
Could you tell me where to find information about Blue Buffalo recalls please?
I had researched many foods and I had decided on Blue Buffalo.
It was recommended by a lot of people I know who feed it to their pups/dogs and when I researched it I did not find any major recalls.
I did find one voluntary recall in 2010 due to high content of Vitamin D and it only seem to had 16 reported issues with no deaths
I did not find any recall information on the FDA site and the one mentioned above was on the Dog Food Advisor site 10/8/2010 and it was the only one.

those are the only recalls from BB to my knowledge. Nothing large scale and all voluntary. I feed it also on occasion and will continue to do so. My dogs do great on multiple BB formulas
Anyway,
OP you need to get this pup to a vet asap for a full exam including stool to rule out any parasites or other condition that is preventing him from fully thriving. After that is done you can make a better decision regarding food.
Dog ownership comes with cost. There is no way around that
