If this puppy is only 15 weeks old, how many times have you switched foods? How long are you feeding each food you try? It can't be long since he's so young. Are you sure the coccidia is gone? How many fecal tests has he had? I only ask that because sometimes, the parasite is not shed in every bowel movement and it can come back negative for parasites. With this kind of problem, I'd have at least 2 or 3 fecals done to make sure the parasites are gone.
That said, Luke had the same issue when he was a puppy. From the day I brought him home, he had loose stools, which eventually turned into completely liquid stools. I tried switching his food, didn't work. I had countless fecals run, he never had any parasites. Around the time he was 1 year old, I figured out that he had food allergies. I had him tested, removed the identified allergens from his diet and he never had liquid poop again. I would pick a middle of the road food, ProPlan would be a good suggestion, and stick with it for at least 6-8 weeks. If that doesn't work, and he's still negative for parasites, consider allergy testing.
As for the meaning of "too rich" in dog food, when I say it, I don't mean fat and calories. I mean quality and variety of ingredients. Higher end dog foods generally use higher grade ingredients and a lot of them, which some dogs can't handle. Fromm, for example, has a very long and varied ingredient list and some dogs just do better on a simpler formula.
We had similar issues. Went to Royal Canin Hypoallergenic HP and it cleared up.
