It's common for it to happen in agility so it's one way for instructors to ensure that people are keeping a close eye on their dogs before and after their runs. It can be confusing to the dogs, so they need to be managed. I mean, you won't get charged if you have a baby puppy, or your dog has a true accident. Nice agility trainers will give you one pass before you're charged. Thing is, it's hard to clean up on sand or dirt or grass and some of the equipment is hard to clean, and it's not fair to the other dogs running a course.

I know one instructor who was having a tough go in her outdoor agility field with turf down in CA and started charging $50 and never had a marker again! So, it does work.
