can you have someone turn the vacume on in another room and as it goes on reward her. Go as far away from her as you can. Vacumes can be very scary. One of my dogs used to attack the vacume.
Good luck
Since we first started fostering Cali we have been working with her fear to noises. I have to have her go for a walk in order to vacuum the house. I was told to try just leaving the vacuum out and so often and let her get use to just seeing it before we try and get her use to the noise. This pic explains it all. Our little Bella is being the protector...even though she's blind. Cali's expression says it all! Sorry it's sideways, I can't figure out how to flip it from my phone when it uploads :/

We've tried that and unfortunately, she's just to scared. She v-lines to wherever she thinks she can get out and starts trying to chew her way out. Leaving it sitting around is slowly helping. She's actually looking at it now when I have it sitting out, instead of trying to escape.
Poor little girl. Vacuum cleaners and blow dryers can really be frightening for some dogs. Very cute how Bella is guarding that evil hose monster!
Poor girl.
I've done the same thing with items that Archie is afraid of the biggest being a fly swatter. He has no problem with the vacuum at all thank goodness. It may take some time, but leave the vacuum out in one spot for a while and then move it to another, rinse, repeat.

Sorry, but that picture is funny
I won't lie, I've giggled a few times when looking at it. Our little ankle biter even squares off with it when Cali wants to get by. I don't ever have the heart to tell her she is looking the wrong way when she does, lol. She hasn't figured out she's blind yet I don't think.
