I don’t know where in Pennsylvania you are, but if it’s near NJ, you might want to consider contacting Linda Brennan, who is an instructor at Top Dog in Flanders, NJ. Not only has she won the National Obedience Championship with her Lab, Heart, but she has also had Welshies for years, and has one she is showing in the beginner classes now. Even if you can’t do a class there, I’d bet she would do a private lesson/consultation and give you some breed-specific tips.

You can do it. It just takes time and patience. I think leash walking is actually pretty unnatural for a dog. Frankly, it takes people, good trainers, less time to teach their dogs advanced obedience exercises than it does to loose leash walk. My dogs have always been pretty good, but I am, if anything, a very consistent trainer. I have my faults for sure, but lack of consistency is not one of them. I get what you're saying about wanting to go for walks. I also walk my dogs for my sake, not really theirs.
Nothing wrong with re-taking classes. In a perfect world, you'd re-take the basic obedience class a few times. So yeah, just chill.
