I don't know of anything to stop the behavior but time, most seem to outgrow it. The drooling half of what they drank as they walk away, not so much.
My black gal, Sunshine, had an interesting drinking technique when she was younger. The fresh, clean water in the inside bowl was a last resort option to cure thirst. The best water to drink was in the 5 gallon bucket on the porch. It was nicely aged, green, scummy, dead bugs floating, leaves rotting... She would take 4 or 5 laps, then the snout went in, up to her eyes. 4 or 5 laps later the whole head went in while she appeared to keep drinking. After a bit, the head would come up and most of the water would recycle back into the bucket. Then she would repeat the process.
