For my 5 year old female who does the same thing, its not a lack of confidence, she is simply just a submissive, sweet dog. Personality cant be changed
I do not put her in situations where she is overwhelmed with new, hyper, more assertive dogs. I avoid the dog parks for multiple reasons and her interactions with other dogs are controlled. I do not allow her to bullied
I wouldn't be concerned about the behavior personally unless there is other issues like genuine fear, etc

Nothing wrong with her behavior with other dogs. Some dogs do not really enjoy playing with other dogs, just like some people prefer to do things alone, are more introverted rather than extroverted. Make sure you don't allow her to get bullied. So she flops on her tummy, another dog sniffs her and then that dog should back off so she can get up and run around with them. Find something she likes or enjoys as it is always good to boost their confidence and give them a "job." A job can be obedience, sitting while a child reads a book aloud, agility, fetching, tricks, etc. Our Lab loves sitting next to kids while they read books, she will push the page with her nose if a child stalls too long on any one page without reading. At one point I had 5 or 6 neighborhood kids at my house waiting to read everyday to Tinker. So, find something your Lab likes to do and then perfect that skill- lots of praise.
