As Charlotte mentions, she definitely needs a redirect from you. When you have her out on leash and see someone approaching, tell her to "Look" at YOU. Treat for prompt response. That's what we mean by redirect. Then it is up to you to work that mode... with her focus on YOU, not the passerby. I may make mine Sit/ Stay/ Watch Me at first. Or we may do an obedience "doodle" (rally type exercise). You have to learn to make yourself more interesting than that other dog. Handler focus is one of the first concept you should learn in a good pup obedience class. Can you get her into a class? 11 mos can be a fear stage, but this is why I like to see people get their dogs into classes from the beginning, and stay in classes thru at least that first year.
