Generally in public, the 6' Kong loose leash rules. If I happen to be down by a body of water with danger in the area, then I run the 26' Flexi leash. Labs tend to not listen as well when water is within their reach. The longer leash allows him to swim while I totally have him under control if something goes south. Lot's of benefits with that option. Otherwise, no leash at all. Train, train and train some more when it comes to recall.
I think they are fine to use if you are paying attention. I don't usually use them on puppies though. Only adults when I want them to have a little extra room for walking. As long as you're not that person who has the dog bobbing at the end of the flexi like a balloon on a string, and know how and when to retract, go for it.
