Nah, they get to be a dog when they're not working, and that might mean going outside to like, pee, or something. And their owner probably wouldn't see the dog being let out (bad joke, I know). Besides, could have been a Seeing Eye Dog in training, too. The one being raised in a foster home for the first year. Which this one probably was (see the trainee part in the poster).
I really don't think there is much money in this, so doubt it happens for someone to "flip the dog." That's analogous to the rumors of people using their food stamp cards to buy a case of water and dumping it out to get the money to buy booze and cigarettes. Like the nickel you get back per bottle is really going to buy a bottle of rum, or even a pack of cigarettes.
If there's a lot of theft, the more likely use is as a bait dog for dog fighting.
Being an older dog, think you are more spot on with the likelihood of a bait dog. Lot of this in the inner cities. I am aware though of the problems of people buying young pups and then putting them up for sale for twice the amount. Someone on craigslist is being very diligent in their efforts to make people aware of this. Point those who are legitimately looking for a dog to find a legitimate rescue. Also those who need to surrender litters.
