Thanks everyone for your feedback! With your encouragement, I'll keep pushing. We can reincorporate the special harness with therabands. I can reinstitute ROM exercises.
Swimming...well, my former agility trainer's dog was using a pool for rehab, and I was allowed to tag along on their appointments. I was extremely grateful for the pool opportunity, and need to find the balance between asking for more time for Kimber, and not abusing the graciousness of the pool owner. I will ponder.

Kimber will only swim these days if I get in the water with her. The ponds we have nearby are too nasty for me (which probably means she should avoid them, too!). I'm glad Ram has a Great Lake, though!

This is Ram making his way across Lake Ontario starting from the CN Tower with his Winnie The Pooh stuffie.
Ok, maybe he didn't actually swim that far.
I like when the water is a bit rough so he gets a better workout.
Wouldn't Kimber go after a ball or a toy?

You'd think so, wouldn't you? Five year old Kimber would've INSISTED on going in the water. Eleven-year-old Kimber will fetch something once, climb out of the pond, and say, "That's enough." If you throw something in again, she's likely to say, "You threw it in, you go get it." But if I'm in the water with her- especially if I act like *I'm* going to swim and get the toy- well, that's a whole different, apparently fun, game.

Tanner was in therapy for rear end weakness (as a result of LP and arthritis, etc.). The homework was to do several smaller walks up hill, which will strengthen the back end. Actually, a treadmill on an incline would be great for this so it's just consistent back end work. I also used a help em up harness for stairs when needed. Tanner was frail during this period and it sounds like your dog is pretty strong otherwise so I would definitely push it with daily work.
Therapy also had us doing floor work where his back legs were on a cushion (or something less stable) and raise each of his front paws one at a time for 30 seconds...this forces the back end to not only balance but to hold most of the body weight. Massage was also done on the muscles. I'm sure there are exercise programs illustrated on the internet or through your therapist facility that would give you more info.
