I'd start with the thyroid ... the same thing was happening to Scully where we'd cut her food way down and upped the exercise and she was still getting fat and actually getting a little lethargic (we thought it was just maturity settling in). Turned out her values were in the normal range but on the very low end so the vet suggested that since she'd been showing symptoms to go ahead and treat it. This was about 11 years ago and we've had no trouble managing her weight since.
