You could give him a sit command before he jumps up. Or you could put him on a leash tied up to something. And then come up to him and if he jumps step away till he sits down with out you giving him a sit commend. Once he's sitting approach and mark and treat. Repeat till he gets it.

The "down" command is most often used to teach a dog to lie down and "off" is used for jumping up.

I stopped Zoey from jumping but kneeing her in the chest. Not hard enough to hurt, but enough to block her jump.

You can turn your back on the dog too.

We turn our backs too. When I know he is thinking about jumping I put my hand out with my finger spread and tell him off. Once we get his attention we do sit/stay and then he gets the attention he was looking for.

I like "off" instead of "down". We turned our backs on Luna. The other thing that worked really well with Luna when we were out and about was to step on the leash whenever people approached us, so it was physically impossible for her to jump. She learned quickly not to even try.

Went thru this, too. We used "off" and leashed Macy. We also asked people not to greet or speak to her unless all four paws were on the ground.

So if I come to your house or see your dog in public and do not turn around and your dog jumps on me what then? Seems the dog is training you.
