Not a lab, a Boston terrier, but I knew this crowd would understand:
My friend found a Boston terrier in the neighborhood a few weeks ago. She contacted the vets, put up flyers, Craigslist, called the police, etc. For a few days, nothing. Bobby, as he was now called, was sweet as could be but had fleas and a lot of hair loss because of allergies. She got him cleaned up and with the right food and medicine, his hair started coming back.
One day she let Bobbyy out in her yard, he found a teeny tiny gap in the fence, and he was off. She looked for him for hours and then the police contacted her to let her know that Bobby's owners were reporting he had found his way home. We wondered why the police hadn't connected the owners initial call about a missing dog to my friend's call, but whatever.
Last night she opens the door to let her dog in and who comes running inside but Bobby! He had fleas and hair loss again. She called the police again and it turns out Bobby's owner worked in the police department. She talked to Bobby's owner, and the owner complained that Bobby was always getting out. Turns out he's an outside dog but hey, he has a dog house. The owner doesn't really have time for Bobby and they're sick of his escaping, so my friend should just keep him.
Of course there are worse situations, but why would someone get a little Boston and try to keep them outside in a doghouse? And then complain when it runs away? So sad.

Bobby sure has more sense than his original owner. Maybe not when he ran back to that awful owner but when he ran back to your friend's house he made a smart move. I'd say Bobby has demonstrated he has at least half a brain whereas the same can not be said for that dumb first owner.
It's sad when law enforcement people think that way. Smart dog to get the hell out of there. Hopefully she had the officer sign the dog over to her so there's no problem later down the road.
