I've always been in my own "dept" I guess you'd say while he has recently become the official head of his. So he is not my boss per se. Just heard one of the owners telling him he will be in charge July 3rd because both owners are going away...

This is what it looks like you said -
He is the head of his dept, therefore the boss of the people in his dept on a normal day.
However, the owner told him that for this pre-holiday day, he is "in charge".
So technically, for that day, why wouldn't he be your "boss"?

Sounds like you have an issue with him. Why would you, who never oversees anyone on a day to day basis, be put in charge for that day anyway?

And why would you assume that means in charge of YOU? Why wouldn't one assume that means he's in charge of situations that may come up - emergency customer needs, customer problems or job site issues, etc.?

If it were me, I'd address the leaving early before that day with my boss and not worry about it, and be accommodating on the day the boss is gone for any issues where someone needs my time during the working hours. They've called it teamwork at most places I've worked.

I think it is very interesting the way different people read the same things different ways. Some read more in to things and some less. **Most** of the time I prefer to ask questions and clarify, other times I jump right in and assume I understand. A funny, strange world the internet is.

Why would you say anything to anyone. Who cares who your "boss" is for the day? Do your work like you always do and there shouldn't be an issue.
