Will your dogs jump a baby gate? Put a baby gate across the open doorway; don't put it at floor-level. Leave a gap of 6-8" between the bottom of the baby gate and the floor - kitty can go under easily. If the dogs will jump a baby gate, use two (stacked) so that they can't.

I was thinking the raised baby gate. Problem is that the dogs go outside thru the utility room. I may have to put in the cat door sooner than planned.
