Definitely not cool. Please be sure to keep your doors and windows locked, alarm on if you have one and be very aware, especially when you are home alone and out in your yard working. Something is very off there. For him to argue with your painting contractor is very strange.

Wonder is anyone else in your town has had things come up missing after they had the water man at their house? As already stated check doors and windows along with your garage/basement too.
SO wants to tell everyone of our vacation plans or going out of town drives me nuts. I admit I am a bit paranoid about property and especially my kids being home alone if someone should try to break in. You read so many stories about pets and what is done to them when homes are broken into. I check and recheck the windows and doors along with disengaging the garage door when we are out of town as the cats are usually left home with someone coming in to check on them.

Hopefully he was just embarrassed but the story he gave his supervisor was pretty elaborate and involved the painter working indoors. It was a flat out lie. I'll be able to secure the house when the painter is finished. For the moment, he has to mess with the windows and doors.
Not sure if this is a possibility, but can you file a police report? If anything, it puts the water employees on notice that you're aware they're just walking into your house (so creepy, btw).
Definitely check your windows and set any alarms. If you've got anything extremely valuable or whatnot, maybe put it in a bank safety deposit box? We had a problem in my area with guys dressing like utility workers / painters and just going to a house and breaking in the back windows. I'm in the mountains and the houses are spread out enough that no one noticed people creeping around neighbors' properties.

No. I'm sorry that someone completely unprofessional with potentially criminal intent walked into your house, but this has nothing to do with the fact that the person is a public employee. My grandfather worked for a local water company for 40 years and would have never dreamed of doing something like that. He was routinely threatened, attacked by several dogs, and even had a few guns pulled on him just for being in a customer's yard to read a meter or shut off water, which underscores the point that doing something like what your guy did is pretty stupid. There are wackos in all walks of life.
