    10 years old is ancient in terms of computer. running a new window OS probably wont help since it requires way more ram and processor then what was available 10 years ago, so it might slow it down even more. I bet you have some sort of malware hidden in one of the registry and when you wiped and then reinstalled the backup you just reinstalled it.

    If the culprit is malware/ botnet your internet service could be getting slowed down as well.

    Many internet providers provide security software for this reason.

    I would look into Linux Mint. A gentle learning curve but well worth it.

    Or just go with a chrome netbook.

    Actually, it could be the motherboard that's going bad. It happened to our daughter's laptop, with the same symptoms of off/on recycling and inability to stay on long enough to be useful for anything. SO frustrating...
