How is he In public areas with people and dogs off Leash like a dog park , park , hiking or walking in woods.
Even like I take her to Bass pro shop here or an outlet mall on leash . Something similar

Agree with discontinuing the tie out. Long periods on tie outs can cause major issues with many dogs. Possibly a mix of barrier frustration and protecting his property. Is he being let outside like that long hours unattended?
The car could be guarding or excitement as mentioned. I'd close the windows.
I echo Silverfz questions - how is he meeting new people in more natural ways? ex: on leashed walked or off leash walks (particularly off property)? or visitors who come over when he is inside (VS on the tie out)?
Sounds like he needs impulse control training, desensitization to strangers and not being left on a tie out/closing car windows so he can't stick his head out. Possibly adding more mental stimulation to his day (training, games, work for his food...) Are you able to find a reputable local trainer to work with?
