Mine did it, too, but grew out of it when the younger one got older. Now I kinda miss it! Typically I'd just redirect and move onto something else. I'd send them outside or sometimes I'd go get treats and have them take turns doing easy stuff for two minutes (and no, it did not reinforce it, nor would I expect it to). They do it when they are bored, so the few minutes of training would typically do the trick, at least for a good while. Young dogs, like young kids, get bored and need something to do. Busy dogs can be a pain. Sam was very busy as a young puppy and Linus was as well and remains a busy dog (current favorit past time is hunting flies in the house with the cat). Several short training sessions each day helps a lot, food toys can help, stuff like that. If I really needed quiet, like a work call, and my dogs were prone to this, I might crate one or both with a Kong or something.
