Murphy, 15 weeks Tuesday, will sit on command about 75 to 80% of the time right now. I'm working on getting him to wait in a sit until I release him. How long is appropriate to keep him sitting while he's learning this? He can do it both on and off lesdh for about 4 or 5 seconds right now.

Yup. You want to have him hold it until it is challenging but still achievable for him. As it becomes less of a challenge, you can increase the time to make it more so. Depends on the individual dog what they will find challenging with this or any other exercise, so there really isn't a specific answer based on age.
And if you don't want to build a place board, many people we train with (in Obedience not field but same idea) use a small piece of rubber mat or foam tile to give them a specific spot to wait on. Probably wouldn't work as well outside on lumpy ground as a place board, but is cheap and easy and serves the same purpose.
