    If you can't crate you need to limit movements. If they are alone for many hours unsupervised with teh ability to wander it will be impossible to house train (as you are seeing). You have to try something different as status quo isn't working.

    You can start by seperating the dogs to see who's the one having accidents if you won't crate. If accidents are only happening during the day you don't need to crate at night either by the way.

    Why not try crate training slowly. Google Susan Garrett crates games and start a thread here on how to make a crate a happy place. the first week or so you may not close the door at all, you are just making it a safe happy place where good things happen. Then slwo you close the door. This may get your hubby on board more. But honestly if he isn't picking up the accidents he needs to man up. It irks me when people say "this isn't working but I refuse to try anything new" (not you, your hubby!).

    If accidents are happening at night, make the crate a happy place, then when you are ready to crate, put the crate in the bedroom and go to bed before your hubby.

    Alternatives to crates would be any small space you can safely keep them in. But a crate is the easiest safest step for this.

    I've only ever had one dog at a time, so pretty much know who did anything.

    For peeing on the bed, it would only happen ONCE that is was the dog's fault. After that it would be MY fault for allowing access to that room while I was not around. Same with destroying shoes from the closet, furniture..... Sorry to sound cruel or mean but, they are dogs and unsupervised in the house. They have to EARN that trust from me. My current black gal was around two before I trusted her out of her enclosure, and in the bedroom while I was gone. At 3, she still does not have my trust to have access to the whole house, while I am gone, maybe she never will. As a comparison, my other labs had full access to the house when I was gone by a year old, never had an issue.

    It sounds like at least one of your dogs is not up to the trust AND freedom you are giving. So, if you are not at home able to supervise, everyone in one room, or in separate rooms, or a crate. Perhaps try one at a time out on their own, if you feel guilty for 'locking them up' until you find out who is untrustworthy.
