Oh, he is SUCH a baby. That's pretty normal for his age.
I will tell you what worked for me. I would take the puppy outside and let him sniff around. I would tell him to "go potty" and when he would start to squat to go, I would go a little crazy with the praise "Good potty! Good boy! Good potty!" We would stay outside until I got the behavior I wanted, and then I would praise the heck out of him. I would then give him a little treat.
Here's the other bit that seemed to make a difference. I would make sure to always be watching for his (sometimes very subtle) potty cues. For Theo, that was as small as slowing down when he was playing. Scoop him up, carry him out, sit him down with a "go potty" command, praise praise praise, come inside, give a treat. Other than that, I would take him outside when he came out of the crate, after playing, after eating, after drinking, after napping, before going in the crate, and maybe every 5-15 minutes otherwise.
